Heat oil over medium-high heat in a large saucepan. Add the turkey and ginger, then cook for 6-7 minutes until the turkey is cooked through. Shred the turkey with a wooden spoon. Add cooked brown rice, water chestnuts, bell pepper, chicken broth, hoisin sauce, five-spice powder, and salt. Cook for 1-2 minutes or until heated through. Remove from heat and spoon the turkey mixture into the lettuce leaves. Top with carrots and fresh herbs. Roll into wrappers and secure with a toothpick.
